The CREATOR mini-program has been made possible by the INTERREG IVC and Co-financed by the European Regional Development Fund. The Interregional Cooperation Programme INTERREG IVC, financed by the European Union’s Regional Development Fund, helps Regions of Europe work together to share experience and good practice in the areas of innovation, the knowledge economy, the environment and risk prevention. EUR 302 million is available for project funding but, more than that, a wealth of knowledge and potential solutions are also on hand for regional policy-makers.

Silhouette sub-project concerned joint work conducted by the partnership of seven institutions from seven different European countries between 1st January 2011 and 31st Match 2013 It aimed to analyze how information and communication technologies (ICT) are applied to support the needs of the elderly population and how regions represented by the Silhouette partnership could work together to exploit the unique development opportunity created by the population ageing. Joint Action Plan - Silhouette sub-project final report

The SILHOUETTE sub-project assumed to analyze two major aspects related to boosting the utilization of ICT seniors. The first aspect was concerned with identifying solutions that are used at the political and regulatory level (strategies, policies and social welfare systems) and those that are practically implemented based on exploitation of ICT (two groups of solutions: products and services for the support of the elderly, and practices aimed at promoting ICT literacy among elderly) The second aspect related to understanding needs and views of relevant stakeholders, which included the elderly as the end user of products and services, as well as implementers and providers of those solutions such as public administration, care providers, companies or academia. Based on these evaluations and comparisons, conclusions were drawn and recommendations for project regions were proposed.

Wielkopolska is one of the largest regions in Poland and its biggest city Poznań has 600 000 inhabitants. Other major cities include Leszno, Konin and Kalisz. Almost 58 percent of the regions inhabitants are found in cities and towns. In an area of almost 30 000 square metres the region has 28 universities and around 3,3 million of inhabitants.
Wielkopolska is a well developed region in terms of infrastructure and services but it also has a diversified industry and effective agriculture. 9.3 percent of all businesses active in Poland are represented in Wielkopolska. Of the 500 biggest companies in Poland, 40 operate in the region.
